你知道全国两会为何多在三月召开吗？事实上(shang)，全国两会在3月召开的(de)惯例，始于1985年。此前，会议时间从年初到年中(zhong)、到年末，历年均不同。
Do you know why the Two Sessions are mostly held in March every year? Actually, this tradition began in 1985. Before this, the time varied from early in the year to mid-year or even to the end of the year.
普遍认为，全国两会在固定(ding)日期召开有利于最高国家权力机关依照(zhao)宪(xian)法行使职(zhi)权，及早对当年国家各方面的(de)重要(yao)工作作出安排，也有利于中(zhong)央(yang)国家各机关、省(sheng)级机关等有关方面统筹安排自己的(de)工作。
It is widely believed that holding the Two Sessions on fixed time of the year is favourable for the executive organ of the highest state organ of power to exercise functions in accordance with the Constitution and to make plans and arrangements for all important work of the country in the current year. It is also conducive for the central organs of the state, executive organs at provincial level and other relevant organs to coordinate their work.
此外，也有声音说选在3月也可以避免与春(chun)节重叠，给代表委员(yuan)们充裕的(de)时间做参会准备。
Additionally, some argue that March is the month that won’t overlap with the Spring Festival holiday, allowing delegates sufficient time to make preparations for the sessions.
